If you remove the top fuel filter from the vehicle is it full of fuel?

yes and it will run on starting fluid

Do you have a way to test for codes? If so do have them?

If the vehicle will start and run on starting fluid you have a high pressure oil leak or faulty FICM. To test for an oil leak a special fitting 303-765 is used to thread into to the icp sensor port. You apply compressed air and listen for a leak. Depending on which side of the engine the leak is you remove the valve cover to that side. If you have a scan tool that can monitor data would be very helpful as well. If you have questions about this please let me know.
