If the steering wheel is hard to turn and the belt is ok, then the p/s pump has gone out, and it cannot produce enough pressure to turn the wheel. You are going to need to replace the p/s pump to resolve your concern.
when the rpms are over 1000 the steering is fine
does the pump make any noise? is the fluid full?
the pump makes a very slight noise and the fluid is full
does it happen all the time or just when the engine is cold?
the only it makes a noise is when we are making a hard turn but going down the road it is fine no no hard steering as long as we keep the rpms up
You would need to preform a pressure teat on the pump to make sure, but it sounds like to me the p/s pump is bad and it needs to be replaced.
