Welcome to JustAnswer, my name is XXXXX XXXXX I'm here to help get your problem resolved. The 20 amp fuse in location 23 of fusebox is for the data link connector. Remove/reinsert fuse a few times just to make sure its not a poor connection. Fuse 11 and 20 get power from the same source so if those fuses have good voltage this means fusebox needs to be replaced. You could bypass by running a wire from battery power to fuse 23..Or from fuse 20 to 23. Let me know how it goes or if you have any questions at all, thanks.
