Because the noise stops when the brakes are applied, it has to be related to the front brakes. The most likely cause for the noise is a peice of brake pad hardware out of place, or lack of lubrication on the back of the brake pads.

The brake pad and rotor thickness may be fine to the person who inspected the brakes, but a peice of hardware out of place isn't always easy to spot. I would suggest installing new brake pad hardware and lubricating the backs of the front brake pads. This should take care of the noise.
