That doesn't help since it says to make sure the parking brake is fully released. The parking brake is engaged and I can't release it. The truck is blocking our driveway so that our other vehicles are blocked in with no way out and I am trying to find out how to release the parking brake.

Do you have drum or disc brakes in the rear?

Customer: replied 7 years ago.
There is no owners manual in the glove box so I don't know how to tell. It is a 1999 Ford F150 XLT if that helps.

Since you are unable to relieve the tension, then you will have to remove the rear wheels and disconnect the cable at the rear brakes.

And for disc brakes
