good afternoon andthank you for inquiring with JustAnswer. I have seen this many times before and is fairly common on explorers and rangers all together. What you are experiencing is a failed wiper motor, and it is internally not turning off the run-park switch internally , and replacement of wiper motor will be nessecary.
