1999 ford F150: AC/Heater fan only operates on High speed

1999 ford F150. AC/Heater fan only operates on High speed, lower 3 speeds are non operable. 1. I am assuming this is a ballast resistor failure? 2. where is this part located in the wiring harness?

The blower resistor is located right next to the blower motor in the housing.

is that inside under the dash or outside under the hood? is it a plug-in, into a socket or located in the wiring harness?

under passengers side dash.
