2004 LINCOLN NAVIGATOR HORN ISSUES. Checked the fuse and

Checked the fuse and placed a new one just in case (old one did not seem bad)
Still not working, unplugged the horn from the connector and tested with an electric volt multimeter. It gives signal when press the horn on the steering wheel.
I guess my question is will it be the actual horn that needs to be replaced?
Horn cost $80 and I don't want to replace and find out is not.

Greetings...... “Hi, I’m Don (aka MOLurch) and I look forward to helping you!”
There is a Horn Relay located in the CJB, but is NOT serviceable
CJB would need to be repaired or replaced if the Relay is bad
You need to test Voltage + & Ground at the Horn to verify Relay being inop
Ohm / Volt Meter (+) Probe to YELLOW / LIGHT GREEN wire at Horn
Ohm / Volt Meter (-) Probe to Ground -
Have someone activate the Horn
