I have a 1994 Lincoln Town car that is blowing hot air with the climate control set to Max A/C and 60 degrees. The A/C clutch never engages and they system is not low on coolant.

Coolant is in the cooling system and radiator. Did you mean to say refrigerant? How do you know it's not low on a charge of refrigerant? I just purchased a F350 and the air conditioner blew out warm air. I added 1 can of r134a and it got a little cooler. I then added another can and it got even cooler. I added a 3rd can and it's now blowing out at 55 degrees. A can of r134a costs only about $5.
