If the belts is hesitating only when you walk on it then the problem is more likely a lub issue rather than belt tension... In fact tightening the belt can make the situation worse...
When was the last time you lubbed the deck? It should be lubbed every six months or so depending on usage...
Loosen off the belt to about where it was then apply a generous amount of treadmill deck lub to the deck, run a few minutes with no one on to spread then try walking on it...
From here we can start to look at tightening the deck belt but also the motor drive belt... But the deck lub is usually all that is needed
Sorry my mistake...
How old is the unit? You may need a new belt... Come back to me tomorrow
