I keep it unplugged. The power adapter is putting out the proper 6 volts. I get about 5.8 volts at the motor.

The problem you are asking about could be from either a stuck mechanical linkage, or from a motor controller circuitry error, more likely.

Have you tried a reset of the NordicTrack machine in question, using console buttons?

Have you tried a calibration of the incline, again using console buttons?
