Verifiedchances are the belt is just loose. try to tighten the bolts through the endcaps. These are known to work loose. the oil is nothing to worry about it is coming off the belt guides under the deck and the oil is the belt lubricant that is necessary to keep the friction down.
The manual actually indicates not to lubricate, but it is wrong. The factory will sell you the lubricant at this link. you should use one tube every 100 hours of use. Instructions come with the lubricant.
