check for dc voltage from motor controller to motor (between the motor leads) it should be 80-90 vdc volts when start/run is pressed, if no voltage out - controller is bad. if you have voltage present then you will need to test the motor by doing the following:

# get a 12-18 volt dc battery fully charged(like one from a cordless drill)
# Make sure it is fully charged, because it won't work if not
# attach the + and - to the motor red is + and black is -
# If the motor turns slightly your motor is ok, if not the motor is bad and would need replaced

If the motor and controller are ok:
You will need to check the speed sensor for proper alignment, cleanliness and function. it should be located near the front roller or mounted on the motor. It should be within a credit cards width of the magnet or toothed wheel. If properly adjusted check with an a multi-meter to see if it is opening and closing by manually spinning the front roller or motor flywheel. If it isn't replace the sensor. If it is functioning make sure you are getting 5vdc to it across the wires. If you are not replace the upper control board(console). If you are getting the proper voltage then replace the lower control board(motor controller).
