I am so sorry to hear about this situation, and I sympathize with you.
Normally you have to have lived in a state for 6 months in order for that state to gain jurisdiction, however there is an exception under the UCCJEA (which is the jurisdictional law in family law cases) when there has been domestic abuse. So you should be able to file for divorce in Oregon as long as you can use that exception (unless you have already lived in OR for 6 months?)
And when you are a survivor of domestic violence, you should not be required to list your address on the divorce paperwork. You should attach a copy of the protection order (which is from Maine, correct?) to the divorce petition. And you should also notify your local police department so they are aware of the PO, and they may want a copy of it.
When you file for divorce, you have to have the other spouse personally served with the petition and a summons. If he is in prison, you can contact the prison and find out what their procedure is for serving inmates.
