Traditionally, it was to prevent marriages under coercion. If there's a waiting period, it's much harder for someone to be forced into a marriage they do not wish to be in.

It was meant also to add to the gravity of entering into a marriage. If you have to wait 72 hours before using the license, that might stop an impulse marriage that both parties later regret.

In most cases, if the matter is truly urgent, a Judge can authorize the issuance of a marriage license without a waiting period, but it depends on the Judge and the circumstances.

During the waiting period, does the court house check for things like previous marriages, if you have arrest warrants, etc?

No, the court doesn't do anything during that time. The license is issued, but cannot be used validly until 72 hours have passed.

Can you answer 1 more question? Do you know if someone can get in trouble for not submitting a social security representative payee form?

That would greatly depend on the circumstances. I wouldn't be worried that applying for a marriage license would trigger something like that.
