As a follow up, the earlier GM's Report/Recommendations were issued in August 2012. Teo days later (not the requisite 10), the Judge issued an Order. None of the parties objected or moved tp vacate- is there still recourse to do so?

Your question is a bit unclear as there appears to be a typo. In the second sentence, you wrote, "Teo day later..." However, I believe I can answer the question without clarification. As I understand it, the R&R and subsequent Order were issued around August of 2012, about nine months ago. If either party objected on the basis of this technical issue, they should have objected long ago. As that did not happen, it is improbable that the judge would vacate the Order at this time.
