I have been divorced for over 16yrs and now my ex wife wants to claim alimony even though she was married 4yrs after the divorce in Delaware. Can she do this?

Accordingly, I'm pleased to share the following good news with you. Alimony terminates upon remarriage (or cohabitation). Delaware Code § 1512(g). Even if that had not been the case, your former spouse has simply waited too long. Delaware Code § 1512(a).
