So GA would be the state where the children are residents if she moved from FL to GA and the children have been living in GA. You are going to have to have your son file a petition to change or modify custody and argue in that motion that the state of FL no longer has any interest in the case as the father, mother
and children are all residents of GA and thus GA has jurisdiction.
Your son is going to have to prove that her moving back to FL is not in the best interests of the children. Your son should really consider getting an attorney for himself to fight this battle for his child. The 13 year old is at the age where the court will listen to her wishes as to where she wants to live and who she wants as a custodial parent
, so she can testify to the court about this.
