In New York State Family Court, when the Petitioner files an Objection to the final order of support, and the Respondent files a Rebuttal, does the Petitioner have the right to file a response to the Rebuttal? If so, what is it called and how long does the Petitioner have to file it?

No there is no "right" to file a response to the rebuttal. You can file one but you should do it within 7 days or less so that a judge does not make a decision before you file the response. You can title it "Response to Respondent's Rebuttal".
