is leaving 11yr old children at home for 5-8hrs at time with no supervision when you can afford a babysitter considered neglect in Tennessee

Leaving a child of that age without supervision for such periods of time can be considered neglect. There is no age set in law at which a child can stay home alone. The determination is made on a case by case basis based on the maturity level of the particular child. Additionally, if this was an isolated incident, it may not be considered neglect. If this occurs on a regular basis, it would likely be considered neglect.

She leaves them @ home after school or when she goes out to dinner with her friends. Also, If one of the children are sick she will leave them home all day. My issue is that she thinks its ok without ever looking for outside care and the children dont like it. They are scared
