Do you mean to say that the cornea appears cloudy or that your vision is cloudy in the lower part?

Any pain / watering/ redness in that eye ?

Cloudy vision in the lower part only could indicate a retinal lesion. It could be anterior ischemic optic neuropathy(AION) / branch retinal vein occlusion (BRVO)/ Branch retinal artery occlusion/ retinal detachment. These are common in those with diabetes and hypertension.

These conditions can be confirmed by a detailed eye examination including a retinal test by an ophthalmologist. It is better to get tested at the earliest.
