Watery eyes are often an indication of irritation. Your eyes can be dry and tears reflexively in response to this irritation. In the winter, the indoor air can be extra dry especially when the heaters are in use. I recommend you use artificial tears 4-6 times day. Also, consider a portable indoor humidifier to restore the moisture in the air.
