I don't know if I need an eye doctor or dermatologist I have 2 black dots on my lower eyelid should I be worried?

Where is it on the lower eyelid? How close to the eyelashes?
When did they first appear?
Is it enlarging and changing color?

The black dots are on the outside of my eye lid kind of in the fold at first I thought maybe they were black heads you really can't see them unless you pull down the skin by my eyelid

In that location, either an ophthalmologist or dermatologist should be fine to evaluate the black dots. The concern is a lesion close to the eyelid margin and may need excision, then an ophthalmologist would be the better choice. In your case, either would be fine.
