I am sorry to hear of your dilemma. I realize how frustrating this is for you and I hope to provide you information which is accurate and useful, even though it may not be the news you were hoping to get. I just ask that you not shoot the messenger.
Unfortunately, based upon what you are saying, you are being targeted in an online scam.
In a genuine probate situation, here or in the UK, a beneficiary never has to pay anything to receive an inheritance. Any fees or taxes are covered by the estate and, if it is the burden of the beneficiary, a net check is sent.
Any attorney telling you that you have to pay a fee to receive an inheritance, and it is not covered by the estate, is scamming you. There is no exception.
Do not send any more money. There is no inheritance. Block them from your telephone and social media. These people are thieves and deserve no explanation.
