what do you do when one of the benefisaries has taken personal property out of the house with out permission from the other benifisaries?

Is there an estate opened in probate?

The estate is not filedyet ButI will Be the PR.

When a PR is appointed by the court then they can demand the return of any misappropriated estate property. If the other party refuses then the probate court can sanction them.
