My wifes friend died and left her as a secondary

my wifes friend died and left her as a secondary beneficiary.
Her mother was the primary but she died before the daughter, my wifes friend.
The state of illinois sent a claim forms to my wife stating that she was a surviving beneficiary and she filed that claim as instructed:Getting official death certificates for the Mother and Daughter.
Now the "states claim officer", who requested the information from my wife is saying that she cannot receive payment because forms are needed from an (unknown) co beneficiary. Does my wife have legal recourse to receive the benefit.

Do you have any idea who the co-beneficiary is? I know you state it was an (unknown) co-beneficiary but any ideas?
