My sister refused to get an appraisal for the land when we went to pay estate tax she used just a contract price, does the state of Pa recognize the use of a contract price for the settlement in an estate. The contract did not go thru. Now if we try to write off the loss there is no appraisal as a comparison.

the contract price is fine. It reflects fair market value. Appraisal is another avenue but not required. You may sue the proposed contract price. Ideally the appraisal is better but not required.
