I am in NY so let me go over a few points. When your mom passed, if she had a will or trust, there would be a document and you should get a copy of it to review. You may check with the surrogate court to see if a will was probated to check terms. Now assuming there was no will or trust and she passed intestate, your sister presumably or otherwise needed to be appointed administrator and account for all assets.
You would both share in assets equally and you should be given a review of the entire estate accounts, real estate etc. If the sister is being secretive, an estate lawyer can demand this of her and if needed take her to court to compel her to account and disclose.

I would begin by reaching out and trying to get her to cooperate. She may reconsider. Her husband if a lawyer likely had some involvement but not possible to tell for sure.
