Can I redact an employment offer letter before they start?
JA: Have you discussed this with a manager or HR? Or with a lawyer?
Customer: No, I have not
JA: Are you an "at will" employee? Do you belong to a union?
Customer: I am the employer and no, it's not union. We just learned we can't afford the employee due to low sales the last month.
JA: Anything else you want the lawyer to know before I connect you?
Customer: I am the owner of the company, this employee was hired by our COO

Yes its an at will employee here, just notify them that there has been a change of circumstances and job is no longer available. This is not a contract here it is an offer and it can be withdrawn. You have right to do so to at will employee as circumstances change. There are no repercussions to do so.
