My supervisor, employer (School...

My supervisor, employer (School System), altered my time sheet (legal document) by drawing a line through special mandatory training. I contacted Labor Cabinet to see if payment was mandatory. I was assured I would be paid, then called to a meeting and reprimanded (job was threatened) over contacting state.

Do you as an employee have to sign a document that you disagree with? Is this insubordination?

You have a case for retaliation that you can bring with the labor cabinet as well. It is illegal to be retaliated against for filing a claim. Clearly, the employer violated the law by not paying for the mandatory training and will pay that now. However, a peer to want to retaliate against you for filing a claim. Generally the way you would sign something you don't agree with it to say sign for receipt only. Then you can go pursue your claim for retaliation.
