I see what you mean. If you have reason to believe that they are violating the law, then you are probably going to need to speak with the DOE and the parents about what's going on. For instance, special education law allows the parents of a disabled child to file for due process, meaning that it will force the school to implement their due process procedures. Otherwise, if you have a compliance complaint, you can contact the U.S. Department of Education and the Office for Civil Rights will investigate the matter thoroughly. I have worked with the OCR in the past and they are very, very thorough and will admonish the school district if they are doing anything improper.
