I received a job offer at a CT State University contingent

Hi, I received a job offer at a CT State University contingent upon background check of 7 years. A few dates were off but no grounds for them to rescind the offer. The state is now in a budget deficit and Malloy put into effect on March 16, 2016 a rescission notice for all positions currently under contract. I quit my job thinking I was starting my new job next week. HR has yet to get back to me and said I will hear from them soon. They are trying to make it look as though I did not include a part-time job on my resume is the reason I had a discrepancy on my background check and this is the reason they will rescind the offer. I'm a professional with over 25 years experience in the workforce. Quitting my job costed me a pension, free tuition for myself and 2 children! And now I am out of a job. Note- they received the results 2 weeks before they called me with any questions. I think they are trying to get their ducks in a row to avoid a lawsuit. Do I have any grounds to seek damages? Please advise.
