Another question I have is... is it legal for the business I worked for to use my food safety certificate for my supervisor because she could not pass the course?

This would not be legal. Here you could report the employer to the state agency that gives that test, noting that they are getting around the rule by using your license with another person.

Why did you give me a negative rating?

That makes no sense to me as you didn't ask any follow up questions and appear to be punishing me based on how the law treats your situation.
