Unless there is something in the settlement that gives the person a "right of rescission" so they can withdraw their acceptance, the settlement is legally binding the instant that they sign it and they can't back out and change their mind.
So a person shouldn't sign anything agreeing to settle unless they are sure that the terms reflect what they agree to.
