Unfortunately, no, it is not against the law. The reason, simply, is that employees do not have a legally enforceable privacy right with respect to their employment. Employers are free to share whatever true information they want to share with prospective employers or any other third parties for that matter. The only exception is medical information. Medical information must remain confidential and even kept in a separate file apart from the rest of the employee's personnel file.
