My staff member cannot change his password because it states

My staff member cannot change his password ***** it states the admin has not given him permission. The other staff member that is an admin is out of the office. I am the President and listed as a admin but have no idea what to do. I am the President and CEO.
JA: What device or product does this involve?
Customer: Outlook 10 on his comouter
JA: When did you last update Outlook?
Customer: I am checking
JA: What have you tried so far with your Outlook?
Customer: We went in to reset password...he cannot remember what his last one was...we get to a certain point and it says the admin did not set up his computer so he can change his password.
