I received a text message I mean an email in my spam folder that said that I wanted to shut down my email account but I have never requested that

I never have to sign into my email account because I saved the Google password ***** of course now I forget it

This is a complete scam and it was not sent by google. They are just trying to scare you into clicking a link or providing your log in or other personal information.
