I cannot get into outlook. It gives me a message that says it cannot open the .pst file

Technician's Assistant: Are you logged into your Outlook account on any other devices?

I don't have it installed on any other devices. It is the office email.

Technician's Assistant: Do you have security questions or a phone number on file to help reset your password?

I have reset the password. The error message says "Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. The file C:\users\tanya\documents\outlook files\administrator Office.pst cannot be opened.
