I started having E-mail...

I started having E-mail receiving problems, I contacted my ISP and we made a slight change in my password ***** then I could receive E-mails but at the time I didn't test sending E-mails. I can't send but I am receiving. Today I went over my outgoing server settings and my ISP says they are correct but I still get SMTP failure. Any thoughts?

Yes I am able to send E-mails from Two tablets to the same server.

Technician's Assistant: Do you have security questions or a phone number on file to help reset your password?

I have talked to my ISP, that is not a problem, but I don't have a file to reset my password. They kept asking me if there was a location in Seamonkey where my password ***** be edited but I couldn't find any location.

Technician's Assistant: Anything else you want the Email Expert to know before I connect you?

Just on a whim I went back to SeaMonkey 2.48 to see if I had a bad installation but it still failed.

Most ISP require you to have "outgoing authentication" for SMTP, which requires you provide username and password ***** send an email. Its usually configures under SMTP server settings in your email program. Just change the password ***** to a new one that ISP gave you and you will be able to send email.
