Trying to send email to Mexico: Outlook responds: "The operation can not be performed because the message has been changed."

Technician's Assistant: How do you usually access Outlook? On a phone or tablet, or through a web browser?

On my laptop. I have an 'Outlook/email button at the bottom of my screen along with Chrome, Store, etc..

Technician's Assistant: What troubleshooting have you tried?

None. I am clueless as to options?

Technician's Assistant: Anything else you want the Email Expert to know before I connect you?

I am at a loss as to what I should/can do.

I Paid for your Outlook which has not worked correctly, twice.
I paid to tell you that I cannot send an email using Outlook.
Now you want me to pay $52 to have your system that has failed me yet again, fixed!?
Is this not Microsoft extortion?
I assured you, your promise of '100% Satisfaction Guaranteed" is not possible.

NO. I contacted Microsoft Outlook to advise that my Outlook 365 is yet again, not working.
