My ipad will not open stopped while on iTunes book. if I push on and off button on same time will shut off but comes right back to apple icon

First try this:

Press and hold both the Home and the Top (or Side) buttons for at least 10 seconds, until you see the Apple logo.

When you do this it may go black for a second, the apple icon should appear and then it amy take a moment to restart. Then it should fix the issue. Let me know what happens.
