On the uber website, you can only get pricing estimates and not actually schedule rides. You would need a smartphone, or someone that would let you use their smartphone to schedule the ride

This has been happening since I have been home from a 3 month RV trip. I was able to use my lap top with no problem for the 3 months I was gone.
