My outgoing email shows up in the sent box but does not

my outgoing email shows up in the sent box but does not actually deliver to the recipient. I t does show up in my webmail account. Is this a problem with my ISP of thunderbird?
JA: Have you contacted anyone about your account?
Customer: not yet
JA: How do you access your email most often? On a phone or tablet, or through a web browser?
Customer: tablet, desktop... not phone
JA: What troubleshooting have you tried?
Customer: I have reloaded tbird. Nothing more. When I hit send there is a fast msg that shows it is connecting to something but it is too fast to resad
