I cannot get my iPad to turn on. It says to enter apple ID

I cannot get my iPad to turn on. It says to enter apple ID and pass word used to set up iCloud. I never set up iCloud. I need some help as I am just a friend trying to help Marge, who has been sick and not on the iPad.
When she purchased the iPad there was no code needed to open the window and when she signed up for Gmail she used a Email address and password. I have tried those but it will not open.
