It seems that something has happened with the Safari preferences files. Deleting them so that Safari can re-create them upon next start should solve the problem.
Here is what to do:
1. Completely exit Safari by clicking Safari > Quit Safari
2. Click on your Desktop
3. Click on the Go menu on the toolbar at the top and select Go to Folder...4. Type ~/Library and click OK5. When the Library folder opens, find and open the Preferences folder
6. There look for files beginning with com.apple.safari and delete them (move to Trash)
7. Empty the Trash
8. Start Safari and it should fully work now. Test it by clicking on Preferences and changing the home page
