Does Microsoft use PCLogics to fix computer problems? I got an email saying that I have to call 1-***-***-**** because they say that there has been suspicious activity at my IP address. Is this a scam?

Yes, this is a scam. They don't use PCLogics. You do not have to call them, if you do they will attempt to charge you un-necessarily for something that does not even exists. This is usually termed as "tech support scam".
