This may be an antenna problem. If you aren't already using an external antenna, try fitting a long wire antenna through the antenna port.
Just solder around 30 meters of wire tothe positive tip in the antenna jack plug - if you use any more wire it could overload the radio.
If using an external antenna doesn't help, then the first RF transistor may have blown, or Q1 may have shorted out - two common faults on these radios.
