The described issue would appear to be Closed Caption inadvertently turned on.

Have you tried turning OFF thje CC or Closed Caption Feature of the TV? ...or even that of the "...adapter from the cable co..."

Have tried everything...but there's nothing to turn off on the adapter...all that is (adapter) is so I get tv....do you mean unplug it?

Yes please, can you try unplugging just the TV? And what/which remote is in use please; Sansui or provided by cable company?

Have you tried unplugging the TV for a couple of minutes? The idea is to simulate a soft RESET.

Unfortunately, without further information on the "...adapter from the cable co..." and on its remote, I would not be able to identify it nor give further tries.

Yes please; as we have exhausted all potential faults with the Sansui and none of its features can attribute to the described "...voice..."

Which then points to the "...adapter from the cable co..." as the most likely suspect.
