I am a longtime Sibelius user with up-to-date version. Suddenly I'm getting an error message when I start Sibelius.

Technician's Assistant: When did you last update Sibelius?

The message: There was an error initializing the licensing engine. Your copy of Sibelius needs to be reactivated

Technician's Assistant: What have you tried so far with your Sibelius?

I can't open Sibelius 8.3

The standard recommendation for that problem is, to open Avid License Manager.

Use it to de-activate Sibelius. (Then I recommend waiting at least 10 minutes.)

Then after that, use it to re-activate Sibelius.

Please end this service now. I thought i was dealing directly with Avid Sibelius. I think I was deceived. You should make it clear on your website that you have nothing to do with Sibelius or Avid.
