I am replacing a 20 year old 240 volt, 2000 watt Cadet

baseboard heater with new one...
I am replacing a 20 year old 240 volt, 2000 watt Cadet baseboard heater with new one. tried both the 4wire and 2 wire thermostadt, wired per diagram as always. Only luke warm, can hold hand on coil. Got 246V at heater. The other older heaters are much to hot to put hand on. Could it be the breaker limiting the Amps on one side?? doesn't seem reasonable since getting 246 at heater. I'm puzzled????
